Miller heads a huge real estate brokerage and contributed $20,000 to Bush’s gubernatorial campaign, yet he has trouble paying his bills to Uncle Sam. Federal bill collectors spent a decade trying to get $23 million out of him to cover his guarantees of bad real estate loans. “I take a dim view of people who do not pay their bills,” Federal District Judge Joe Fish told Miller in ’98. “Especially when no effort seems to have been made to pay.”
