II. Key Findings
- George W. Bush raised a total of $41 million in his two Texas gubernatorial campaigns, $15.8 million for his 1994 race and $25.2 million for 1998.
- $10 million of this $41 million (24 percent) came from just 207 donors who gave Bush at least $25,000 apiece.
- Business donors dominated Bush’s fundraising, accounting for $26.7 million (96 percent) of all the money that he raised that was successfully classified according to the economic or ideological interest of the donor.*
- Donors in the Energy & Natural Resource sector led all other interests, delivering $5.6 million (20 percent of Bush’s classified war chest*).
- Tort-dodging individuals and PACs, which seek to limit the liability of businesses that injure consumers, workers or communities, contributed $4.1 million (15 percent of Bush’s classified war chest*).
- The 80 largest sources of Bush’s campaign cash gave $8 million (29 percent of his classified war chest*).
- 100 Bush “Profiteers,” many of whom made fortunes by taking corporate welfare from the government or who appear to have an interest in taking the regulatory cops off the beat, gave $3 million (11 percent of the classified total*).

of $28 million out of the $41 million total that Bush raised for his two gubernatorial campaigns.
