1The largest PAC expenditures typically are contributions to candidates or other PACs; PACs also spend money on overhead and other expenses—which also are included here.
2This error occurred when the Corpus Christi Firefighters Association reported a presumably minor expenditure for  “political merchandise.” A PAC official appears to have reentered the purchase date (9/22/2004) in the “amount” field, thereby erroneously reporting an expenditure of $9,222,004. This amount is three times more than the state’s largest PAC spent during the 2004 election cycle and twice the total amount spent by all Labor PACs combined.
3A variation occurred in the 1998 gubernatorial cycle, when Ideological PACs slightly increased their share of spending at the expense of Business PACs.
